Bolton Labour Calls for Stronger Action on Anti-Social Behaviour
Bolton Labour is determined to make our town centre a safe and welcoming place for everyone. That’s why the council is seeking your views on whether to extend existing restrictions on anti-social behaviour for another three years.
The current measures, introduced as part of a Public Spaces Protection Order (PSPO), aim to tackle nuisances like street drinking, drug use, begging, graffiti, and loud noise—issues that impact the quality of life for residents, businesses, and visitors.
Councillor Rabiya Jiva, Executive Cabinet Member for Stronger Communities, said:
“Labour is committed to taking bold action on anti-social behaviour. Our town centre should be a place where everyone feels safe and proud to visit, live, work, and study. These restrictions have proven effective in giving our council and police the tools they need to tackle behaviours that disrupt our community. We want to hear from residents to ensure we’re doing everything possible to create a safe and vibrant town centre.”
What the PSPO Covers
The existing PSPO applies to a large area in and around the town centre, banning activities such as:
- Street drinking
- Drug use
- Begging
- Street trading without permission
- Graffiti and vandalism
- Loud or disruptive noise
An additional zone covering the pedestrianised shopping areas also prohibits cycling, skateboards, and scooters to ensure the safety of shoppers and families.
Breaching these rules can lead to an on-the-spot fine of £100 or up to £1,000 if the matter goes to court.
Why Extend the Restrictions?
First enacted in 2019, the PSPO was extended for three years in 2021 after consultation with the public. The current order is set to expire in February 2025.
Bolton Labour believes extending these measures is crucial to maintaining a welcoming environment for residents, businesses, and visitors. With the addition of new attractions such as the refurbished library, Elizabeth Park, the food hall at Bolton Market, and retailers like Primark, ensuring public safety is more important than ever.
