We will work in partnership with residents and community groups to clean up our streets and public spaces and increase the support to fantastic volunteers who are already doing this.
10 Volunteer Vaults have been installed around the Borough in key locations to assist litter picking groups to store equipment.
Bolton Green Umbrella supported through new annual grant and other officer and financial support.
We are working with the University, Students Union and our local Green Umbrella group on a Pledge, Act, Observe and Win (PAOW) scheme to help get our streets clean and free from litter.
Labour will prioritise tackling filthy fly tipping in your areas, your back streets and unadopted roads.
New budget to clear fly tips from un-adopted back streets has been established. Fly tip removal budget has been increased and additional enforcement officers employed. Abandoned supermarket trolly policy introduced. Fines for fly tipping and litter have been increased.
Labour will review front line environmental services provision and endeavour to increase funding to front line services in the war on dirty streets, graffiti, blocked gullies, and overflowing litter bins.
Street sweeping budget increased, employing more staff. Exploring demand led street sweeping to tackle worst areas for litter.
We will review the charging structure for rodent control measures, with the aim of making this service free to residents.
The service was again made free in in the 2024/25 budget. Due to significant demand, additional resources were put in, in the 2025/26 budget, to cut down on waiting times.
We pledge to protect our playing fields and our parks and play areas. Any loss of any facility must be replaced.
Exploring the Fields in Trust Deed of Dedication in Perpetuity route to achieve this.
We have made significant investment of £2M into our parks and play areas.
We will deliver a high-quality bin service. We will back our great waste and recycling staff and listen to our residents’ ideas for improvements. We will deal with areas where bin waste is piled up high, we will drive down missed bin collections at whole streets, and we will push up recycling collection rates to save money at the Council.
Providing additional grey bin capacity into HMO’s were side waste is an issue.
12 new vehicles purchased as replacements to current fleet, significantly cutting down on missed bins due to vehicle breakdowns. Agency staff being brought back in-house, improving team effectiveness. Launch of second green bin as a paid option for larger gardened properties.
We will develop and work with community champions and supporting local voluntary groups to hold community and social events in our parks and neighbourhoods.
Green Umbrella events have been held in parks, to celebrate and recognise the work of our volunteers.
Public Health provides ward level information on local activities and groups that support health and wellbeing across the borough. Community engagement workers have undertaken asset mapping to create maps of the resources and skills of individuals, groups and organisations at the ward level.
We will invest in regular community clean up days, working with landlords and include the provision of community skips.

We will protect our Environmental Enforcement budget, so that offenders face the full weight of the law. Fines for littering, fly tipping and dog fouling will be at the maximum possible.
The Enforcement budget has been protected and enhanced. The 2025/26 budget increased enforcement officers from 3 to 5.
In line with government legislation, fines have been increased. Use role of education too for behaviour change. We continue to seek more use of community service orders for successful prosecutions, rather then fines.
We will review and re-look at the charges for bulky waste collections, with the long-term aim to remove the charges.
Free bulky waste service is now in operation and mainstreamed into the council budget.
