Decent Homes across the Bolton Borough
A Labour Council will raise the quality of private rented accommodation by introducing a mandatory private landlord registration scheme.(Selective Licensing)
A key pledge that will be progressed in 2025.
We will introduce a licensing scheme for Houses in Multiple Occupation. HMOs are essential in our society, but they must be of the highest quality and cannot be allowed to be concentrated in small pockets of the borough.
Article 4 direction requiring all HMO’s to be implemented in 2025. Licensing scheme to be tightened up. A broader Selective Licensing scheme, covering all private rented properties
Many of the older terraced properties in our borough are no longer fit for purpose. We will explore new ways of accessing finance for selected clearance areas, to be replaced by new housing and enhanced green spaces. The rights of owners and renters in these houses will be protected.
This is a major long term project or the future.
We will protect the rights of renters, both in private and social housing.
A statement of intent that we do not intend to deviate from. The Selective Licensing Scheme will lead to better regulation on protection of renters rights in the private sector.
Labour will support and enhance our Homelessness Services, and our Housing Advice services.
Services under review to consider opportunities for running more effectively. The homelessness service is well resourced and integrated with the NHS.
