Late Night Levy: Important Reminder for Bolton Town Centre Businesses

Bolton’s Labour-led Council is reminding town centre businesses to carefully review their operating hours ahead of the introduction of a new late night levy, which comes into effect from February 1, 2025.

Under the scheme, any premises serving alcohol and/or hot food between 3am and 6am will be subject to an annual levy fee. This charge is being introduced to address issues often associated with the late-night economy, such as crime, antisocial behaviour, and littering, as well as to provide support services to those who may need help during these hours.

The majority of the funds raised (70%) will be directed to the police, enabling them to maintain a more visible and effective presence in the town centre at night. The remaining funds will stay with the council, helping to tackle late-night alcohol-related disorder and strengthen the overall management of Bolton’s night-time economy.

The levy fee will range from £5.75 to £28.72 per week depending on the premises’ rateable value. Currently, 39 bars, takeaways, and off-licences in Bolton town centre are set to be affected. Businesses that fail to pay could risk having their premises licence suspended.

However, businesses can avoid the levy altogether by amending their licence to close before 3am. Applications to adjust opening hours are free of charge, and online forms must be submitted by January 31, 2025. By doing so, businesses can continue serving the community without incurring additional costs.

Cllr Sue Haworth, Bolton Council’s Executive Cabinet Member for Regulatory Services, said:

“A proposal to introduce a late night levy in the town centre was approved following a public consultation earlier this year. Any business wishing to be exempt from this new charge should apply to change their opening hours as soon as possible.”
