Our Policies & Manifestos
Our Manifesto for Change was put together over 18 months prior to the 2023 Local Elections, when Bolton Labour took control of the Council from the then Tory led coalition.
If you are reading this, then you are a resident who is interested in the future of our borough and want to be part of the change that is so desperately needed. I hope that you will take the time to have a look at all of the policy pledges and position statements that we have made, as well as our progress reports.
Our manifesto has been put together over many years by local people from all walks of life, who believe that things need not carry on as they are and can change. The contributors have not just been Labour Party members, but also other individuals from various organisations who share our vision. This collaborative approach in putting together this document is the hallmark of the partnership approach by your Labour Council.
We work with all partners including the police, the NHS, local business and investors, education providers, the voluntary sector and community groups to ensure that Bolton is a great place to live, work and enjoy.
We work with the Mayor of Greater Manchester and our partner councils across Greater Manchester to ensure that Bolton gets the best possible deal from local devolution.
Our pledges are guided around our core principles; tackling and reducing inequality in our society; maintaining good council services; strengthening our local economy; listening to you, our residents. We are ever mindful of the Climate Crisis, and tacking this is also a central part of our programme. These principles are apparent in all of our pledges, but crucially, we know that we achieve more by working together in partnership than we do alone. This is why the Labour council is the most inclusive and transparent ever seen.
The manifesto was developed against a backdrop of the harshest Government austerity cuts to Council funding that the country has ever seen. We are now into a new and refreshing Labour Government, but finances remain tight and we are extremely mindful of this very real situation and therefore we make no promises to you that we cannot realistically deliver.
A Labour Council will be fiscally responsible with your money. We will balance the Council budget each and every year we are in power, and we will endeavour to keep Council Tax rises as low as possible
This manifesto is not intended to be a 1-year programme as this would be impossible to achieve. Many changes have been brought about already, and many more within subsequent years. Now we have a Labour Government back, some of the improvements that we know need to be made, are being driven by the Government.
Ultimately, we know that fundamental change comes about when there is both a Labour Government and a Labour Council working hand in hand.
We can only make these vital changes within our neighbourhoods for people of all ages in the Bolton Family, if we work as a team.
We all have a stake in Our Shared Future, and we hope that you will join us on this exciting journey.
