Bolton Labour Launches New Clean-Up Team for Problem Roads

Bolton Labour is taking action to tackle fly-tipping and littering on the borough’s problem roads. This week, a new two-person clean-up team started work, focusing on unadopted roads—those not owned or maintained by the council but often affected by anti-social behaviour.

What Are Unadopted Roads?

Unadopted roads are typically narrow, short, or out-of-the-way routes that are not the responsibility of the council. Unfortunately, these areas often attract nuisances such as:

  • Fly-tipping
  • Littering
  • Overgrown greenery

These problems can have a significant impact on local communities, making neighbourhoods feel neglected and unsafe.

A New Approach to Cleaner Streets

The new team, part of a one-year trial project funded by Bolton Council, will focus on both cleaning up problem areas and educating residents about proper waste disposal.

The team will also have the authority to issue on-the-spot fines of up to £300 for individuals caught breaking waste disposal regulations.

Cllr Richard Silvester, Executive Member for Climate Change and Environment, said:

“No one likes living near fly-tipping, litter or overgrown greenery and these kinds of nuisances can have a very real impact on communities.

“Unfortunately, unadopted roads are all too often left unmaintained and end up attracting anti-social behaviour.

“That’s why, even though the council is not officially responsible for these areas, we want to try a new approach in the hope that it will benefit communities.”

How Does It Work?

The clean-up team will:

  • Focus on unadopted roads that have become hotspots for fly-tipping and littering.
  • Provide education to residents about waste management and proper disposal methods.
  • Issue fines to individuals who breach waste disposal rules.

A Trial to Improve Communities

This initiative is in addition to Bolton Council’s regular street cleansing services and will run for one year. At the end of the trial, the council will evaluate the results to decide whether the scheme should continue.
